Troy Olds is a highly respected Building Surveyor with a career spanning over 25 years. Joining Tecon Australia in 2008, he has since become a leading figure in the industry, bringing a wealth of expertise across building surveying, fire engineering, disability access and town planning.
Troy is in his element working on complex projects that demand the application of his many skills, and he manages a wide range of projects across all states where Tecon operates.
Troy's commitment to the profession is further demonstrated through his distinguished leadership roles. He is a Director of the Australian Institute of Building Surveyors (AIBS), having served as both State President for six years and National President from 2018 to 2024. For his outstanding contributions, Troy was awarded the AIBS Service to Building Surveying Award in 2016 and was recognised as a Fellow of AIBS in 2018.

With a background in construction, Taraqual Bhuiya began his career in building surveying with the Muswellbrook Shire Council in regional NSW in 2019.
His time in local government provided him with a strong foundation in building surveying and an emphasis on delivering a high standard of customer service. During his tenure, Taraqual gained valuable experience in the inspection and assessment of a wide range of buildings, including residential, commercial, and industrial structures.
More recently, based in Tecon’s Darwin office, Taraqual has been expanding his professional expertise, undertaking assessments and inspections of all classes of buildings. He is committed to providing high-quality client service and support through to project completion.

Sophine has more than 20 years’ experience within the building industry. Within this time, Sophine has done work within a range of sectors including commercial, industrial, institutional, and residential architecture and has been involved in projects ranging over four states.
She received her WA Architecture registration over 10 years ago and has continued to strive for excellence within the building and design industry. Her previous roles have required her to work with a range of stakeholders to provide the best outcome for all members involved. She has been involved from the earliest stages of conception, through the design, planning, building, and construction process all the way through to building occupation.
The variable and flexible nature of the role of an architect within projects, puts Sophine in a leading position with clear knowledge and understanding of the processes, as well as having the problem-solving skills to find unique resolutions. This detailed involvement within the full construction process provides our clients with a unique set of skills in where Sophine can assist with planning, building and project management services.

Michaels experience within the construction industry is over 30 years from a Building Inspector, Construction Manager and Principal Building Surveyor for large government organisations. Over the last 15 years he has worked as a principal building surveyor in Local Government and in the private sector.
Michaels experience spans across residential/ commercial / psychiatric or behavioural health care and large-scale projects including Karrinyup shopping centre.
Michael has a wealth of experience in building surveying services across all classes and provides regulatory and design assessments to ensure a high-quality service and support through the project.

Leigh commenced his career in building surveying in 2014, where he worked for local councils in multiple jurisdictions. In 2018, Leigh completed a 12-month secondment with Tecon in our Alice Springs office, where he developed his commercial assessment and inspection knowledge whilst working alongside the Northern Territory Fire Rescue Service. In 2021, he returned to Tecon as an Accredited Building Surveyor (Level 2).
Since returning to Tecon, Leigh has worked across both the SA and NT teams, assisting in both jurisdictions where required. In early 2025, Leigh acquired his registration with the NT Building Practitioners Board as a Building Certifier (Unrestricted), whilst also completing a Certificate IV in Access Consulting to become an accredited access consultant.
Leigh has worked on several complex projects, ranging from residential developments to multi-storey commercial, healthcare, retail, and industrial buildings. His strong understanding of legislative building codes, as well as the building permit process, will help guide your team through the building approval process for all proposed developments.

Beginning his career in the private sector, Lee established a robust understanding of legislative requirements through undertaking NCC compliance assessments, inspections and technical due diligence audits across a wide range of building types. This background provided Lee with a strong understanding of legislative requirements including performance solution processes.
Committed to broadening his expertise across all sectors of the building industry, Lee is focused on leveraging his technical knowledge and regulatory understanding to assist clients in achieving their development goals efficiently and compliantly.
Kristy Richardson

With over 20 years of professional planning experience in the private sector, Kristy possesses a unique blend of knowledge and skill that transcends the conventional planning process. Her extensive collaborations with building surveyors, civil engineers, project managers, and specialized sub-consultants have provided her with a comprehensive understanding of the land development industry, making her an invaluable resource in the field of statutory planning.
Kristy’s past and current portfolio of projects includes region and local planning scheme amendments, large scale structure planning, multi-story development applications, design guidelines, subdivision and development from rural land development to industrial and urban developments across metropolitan and regional Western Australia.
Her particular area of expertise is in statutory planning in the South West. She is committed to delivering quality solutions that meet the diverse needs of her clients and contribute positively to the communities she serves.

Kirk began his career in building surveying in 2008. In 2013, he joined the Tecon team at their Adelaide office, while also providing additional support to the Northern Territory. Recently, Kirk has focused on managing Northern Territory projects and delivering high-level outcomes to a diverse client base.
As the Airport Building Controller for both Darwin International and Alice Springs Airports, Kirk oversees development across the airport sites ensuring compliance with building, access and fire safety standards. He is a registered Building Certifier (Unrestricted) in the Northern Territory and an Accredited Professional – Level 1 in South Australia. With the ability to acquire registration across jurisdictions, he continues to support Troy Olds, Ben Bloomfield, and Tecon’s other offices.
Committed to his professional development, Kirk has completed postgraduate studies in Urban Planning, Business Administration, and a Certificate IV in Access Consulting in 2021. These qualifications have provided him with a comprehensive understanding of the development process, enabling him to offer quality service to his clients while also enhancing his skills in business operations, strategy, and process management.

Jon joined Tecon in 2020 as a cadet and completed his bachelor’s in building Surveying the following year. Since then, he has gained significant experience in the building surveying profession, working on a diverse range of projects across South Australia.
Throughout his time at Tecon, Jon has worked closely with clients on a variety of projects, including low- to high-density residential developments, bespoke multi-storey dwellings, and small-to-medium scale commercial projects. With considerable on-site inspection experience, Jon understands not only the approval process but also how to effectively deliver projects on-site and ensure compliance during construction.
In addition to his building surveying and private certification roles, Jon offers consultancy services to various Local Government Authority (LGA) building departments. His expertise includes Building Consent assessments, Development Approvals, inspections, performance solutions, legal support, and staff training.
With experience across all building classifications and a deep understanding of legislative development requirements, Jon is committed to providing clients with high-quality advice and efficient service throughout the entire development approval process.

Having previously worked in the construction industry and then for a Local Council in SA, Jesse joined the Tecon team in 2024. Working in Local Government has provided Jesse with the foundation knowledge required to kick-start his career in building surveying, whilst requiring him to provide a high level of customer service to the community.
With a carpentry background from residential and commercial projects in both Australia and Canada, Jesse's hands-on experience provides him with a sound understanding of domestic construction practices. These practical skills, in addition to Jesse's previous inspection and assessment experience, will be valuable in serving clients moving into the future.
With a sound understanding of the National Construction Code, he looks forward to further developing his experience and capabilities to ensure compliance for future projects.

Gary has more than 25 years’ experience in the industry. Over the course of his career, Gary has developed a sound and proficient understanding of land use planning and development as well as Building Surveying and Construction practices.
Gary’s extensive experience has seen him taking lead roles in delivering or managing numerous projects for a range of significant commercial, residential, retail and infrastructure developments for both public and private sector clients. With qualifications in Urban and Regional Planning and Building Surveying Gary brings to Tecon a broad and diverse range of skills and experience to assist clients through all stages of development.
Gary has acted as an expert witness in both Building and Town Planning appeals through the State Administrative Tribunal and has developed strong working relationships within both state and Local Government sectors. Gary‘s passion and commitment for the profession has seen him taking a lead role in the AIBS as a past WA delegate to the AIBS National Board.
David Brightwell

David’s experience within the construction industry spans a period of over 40 years, transitioning from a trade background to practicing as a Building Surveyor in 2002. For the past 23 years he has worked in the building surveying field reaching the senior management level within local government in WA and in a private consultancy capacity both in Tasmania and Western Australia.
During this time David has been involved as a Building Surveyor bringing a practical approach and technical knowledge to all components of projects within the residential sector and in many large-scale commercial, residential (multi-storey) and multi-unit developments involving a broad range of end uses.
David has extensive experience in providing a full range of building surveying services for all classes of projects from design assessment to regulatory certification. He endeavours to provide a high-quality service not just certifying plans at the completion of a design process but providing valuable input, advice and support encompassing key design criteria from initial concept through to project completion.

As a Building Surveyor (Level 1) he has over ten years of experience delivering complex projects ranging from bespoke residential developments to multi-storey commercial, healthcare, retail, and industrial buildings.
Ben's expertise in comprehensive National Construction Code consultancy, combined with his deep understanding of legislative requirements streamlines Development Approval processes and ensures compliant project outcomes. His ability to communicate intricate compliance requirements fosters strong collaborative relationships with all stakeholders.
In addition to private certification, Ben has provided valuable consultancy services to Local and State Government, including conducting detailed audit and compliance inspections, performing Building Consent (BC) assessments and delivering targeted staff training.
